A Prayer For Pants
Oh, Great Gods of Tyria! I beg of you to grant me my boon!
Long have I wandered the Realms of Tyria, and yet, I lack a most necessary item. When I was young, a mere stripling in the Beautiful land of Ascalon, I was gifted with a pair of pants for the cost of a mere 3 spider legs. They fit well, and I liked them, but they had a problem. They were a bright, glaring white, and refused to change their dominant color, no matter what I did to try to dye them.
As I traveled, I have found many beautiful pieces of armor across this great world, but they all are skirts cut so high I cannot bear to wear them. And so I have been wearing a lovely mix-and-match set, thus: Linkie
Now when I heard the cries of help from the dwarves, I quickly traveled to the far shiverpeaks to lend my assistance. There I discovered the Norn, and they also had new armors. Well, after looking thorugh their selection I saw that, although they do not have pants, they do have Heavy Hose and a short skirt. Excellent! I though. This will go wonderfully with my outfit, and they AREN'T white!
I looked around and I saw a male wearing his version of my armor, and he demonstated that the heavy coat was seperate from the pants, as thus:
FullTopPants
Perfect! I though, and I spent My hard earned Platinum.
Only to discover THIS!
Horrible! Somehow, bottom half of the coat has become fused with the waist of my new skirt-and-hose! I spoke to many Norn, and they have told me that this is the way things are, and if I wish it changed, I must petition the Gods. And so I have, oh great gods of Tyria! Please, grant me this Boon of Pants!
<Just keep Balthazar out of the design process please. I've seen the FoW armor, and I would rather wear white.>
AMEN!
- Leia Delnassia
(Dear Anet: Please change the Norn Female Elementalist Armor to make the lower half of the Coat model is part of the Robes/Cuirass/Main body model, instead of part of the leggings, much like the Norn Male Elementalist armor. Thank You, - EbeneezerSquid)

oh.. my.. god...
Apparently, ANet is the Walmart of the MMO industry; most of their employees are mentally handicap.
Seriously, one or more of the designers having Down Syndrome or some crap is the only explanation to this.

Well that must've totally blew your day...I'd be pretty disappointed about something like that, myself. You have my condolences.

Wow, that's a shame, really it is. It would look great without the bottom of the coat hanging there, wouldn't it? Sadly, I doubt Anet will do anything about that. It's really too bad.

Hmm... well it works exactly the same way as Canthan elite / Flame Forged / Ancient, not sure about Kurzick elite. So it's no surprise to me, the (female) ele bottom half flared pieces have always been attached to the leggings, even if there's a skirt, as in the Elite Canthan.
Personally I'm glad, the bottom half is awful, but the top is promising for mix n match.
Btw, assuming from that you have at least Factions, and maybe Nightfall..
There are other pants you could have a look at. Although the latter only dyes the pants themselves, not the flared parts.

Don't go by images of Male armour when buying for a Female. It's like looking for women's shoes in the men's aisle and expecting to find an equivalent in the women's section.

Please, for the love of all that is holy, let us not go anywhere near that idea. Male Paragons already have um, shall we say, masculinity issues enough already?
@OP: I enjoyed reading your post, and that is indeed unfortunate. I hope your plea is answered, or perhaps you could consider other alternatives.

Another hideous outcome of the lack of effort designing the new armors.

Ugh, Gods Above! Please restore my eyesight from having dared looked upon the most offensive, disgusting plastic/vinyl armor in all of the world, an armor You, the Great Gods, must have cursed for it to be so hideous.
Ouch.
